laser doesn't only work on dark hair. i work in a spa and people with blonde hair get it done all the time as long as the hair isnt too blonde. They'll do an assessment before you begin and pay to let you know whether it would work on you or not. Laser costs a bit but the results are permanent. The down side of having it done on your face is it does cause blistering after each session which will go away but since its on your face, you may not want to have big blisters everywhere. Waxing costs less but you do have to do it every few weeks or 1 a month normally depending how fast your hair grows back. The good news about waxing is the more you have it done, the finer the hair gets as it damages the hair follicle and eventually you'll have hardly any hair but most of the time after a while of waxing (could take a year or too depending on you) it won't grow back at all. Waxing is what i would suggest because of the blistering effects of laser. However, if you ever want hair in an unseen area removed, laser is perfect!

Laser works a lot faster and is more or less permanent. However, laser only works on dark hair with light skin.

Waxing works, but you would have to do it on a regular basis-every 4 weeks or so.

Laser on the other hand is permanent, though you would need several sessions, sometimes up to ten or so, to get rid of the hair permanently. It's can be quite costly though.

they charge depending on the area treated, per treatment

for example, my upper lip cost $125 a session, for 6 sessions

ALWAYS go to a DOCTOR, not some random aesthetician!
